Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
  • The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
  • The submission file is in OpenOffice, Microsoft Word, RTF, or WordPerfect document file format.
  • Where available, URLs for the references have been provided.
  • The text is single-spaced; uses a 12-point font; employs italics, rather than underlining (except with URL addresses); and all illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
  • The text adheres to the stylistic and bibliographic requirements outlined in the Author Guidelines, which is found in About the Journal.
  • If submitting to a peer-reviewed section of the journal, the instructions in Ensuring a Blind Review have been followed.

Author Guidelines

Manuscripts should be submitted using this Web site. Maximum file size is 3 MB. Manuscripts should not exceed 7,000 words. They should be accompanied by a short abstract of roughly 300 words. Manuscripts should use APA style and Canadian spelling throughout. Tables, graphs, figures and diagrams should be embedded in the body of the text rather than at the end of the manuscript.

Culture and Local Governance publishes double-anonymous peer reviewed articles. Manuscripts will be submitted to at least two experts in the field for evaluation.


Submitting your manuscript

  • Log in or register to create an account
  • Once logged in, click “Author” from the User Home page
  • Start a new submission by clicking on “CLICK HERE”



  1. Select a section (Articles, Research Notes, Book reviews)
  2. Click “Save and continue”


  1. Enter author information (add as many authors as required)
  2. Enter title and abstract
  3. Enter the appropriate language abbreviation
  4. Provide information on supporting agencies, if desired
  5. Click “Save and continue”


  1. Before uploading your article, be sure to remove any information that might identify you
  2. Click “Browse” to locate the Word file that you want to submit
  3. Click “Upload”
  4. Click “Save and continue”


  1. Upload any additional files, if desired
  2. Click “Save and continue”


  1. Confirm your submission by clicking “Finish submission
